BRIEFING

 

 

A.

Legislative Briefing: HB 2384 (Judicial Compensation) and SB 2 (Property Tax Reform)

 

Commissioners Court will be briefed on two important bills passed during the 86th Session of the Texas Legislature: HB 2384 and SB 2.  HB 2384 created a new salary structure for the Texas judiciary.  The bill is effective on September 1, 2019 and changes must be made to the current salary structure of district judges, county court judges, probate judges, and the criminal district attorney.  These changes will be effective for next year’s budget.

 

SB 2 made substantial changes to the Texas property tax system.  The reforms in the bill include changes to appraisal district processes, taxpayer notices, and taxing unit effective and rollback tax rates.  Commissioners Court will receive an overview of changes that will take effect on January 1, 2020 and discuss policy questions relating to the implementation of SB 2.
